The plaintiffs, seven African-American voters and politicians, sued Brunswick County (North Carolina) and County officials, alleging that the method by which members of the Countys Board of Commissioners are elected dilutes minority votes in violation of § 2 of the Voting Rights Act, 42 U.S.C. § 1973. The district court granted summary judgment to the defendants. We affirm because the lack of electoral success, if any, by the candidates of African-Americans choice is due to the small number of African-American voters and their geographical dispersion throughout the County.
